Fact #1: The land was below sea level.
Solution: make it higher:
I heard on the radio how many cubic football-fields of gargage they had to remove. In north New Jersey, right next to the New Jersey TurnPike, is a huge hill on which they plan to build a golf course and condos; it is a hill of garbage where there used to be a swamp. New Orleans could compact their garbage and use it to raise the level of the land. If more garbage is needed to get the land higher than sea level, New York City exports barges of garbage daily, and garbage is available from other sources also.
Fact #2: The houses were blown down by wind.
Solution: Build concrete monolithic domes.
The windows may blow out, and it may need a new coat of paint afterwards,
but it will easily withstand a major hurricane and most tornados.
These houses are also good for tornado alley, Texas, Oklahoma, etc.
Drawback #1: A concrete monolithic dome is a little more expensive than a traditional stick-built home, but the price could be brought down by large volumes or government subsidies, and it lasts a lot longer, protects your property a lot better, and saves money on heating and cooling.
Drawback #2: A dome home fits better on a square (or large) lot of land, not well on narrow rectangular lots. So, change the block and lot sizes; there is not much left to salvage anyway. Do you want a long-term solution or not ?
