unknown pair unknown pair

unknown metal pieces, left and right pair, unknown manufacturer;
Markings inside: R #1 MBL,   L #2 MBL
Oddly, there are no holes to accept a screw or bolt.
Dad had these items in the basement as far back as I can remember;
they could be as old as 1960.

I forgot to measure this or put a ruler in the photo,
it is less than 4 inches long, about 1 inch wide.

The top piece is not broken, it rotates about that round pin.
The top piece then slides back less than 1mm,
and something tiny rattles inside.
How do I open this without breaking it?
It may be from Germany; age is unknown.
